Why is it that Texas Tech did not make a BCS bowl Game over Texas?

Texas Tech did not make it ahead of Texas because when they beat Texas it was at home. But when Texas beat Oklahoma it was at a neutral site(The red river shootout). The voters and computer consider Texas' win better because they did not have a home field advantage in their big win.
