Hi im having some age problems for fishing party/charter boats?

hello,my name is James and i am a great fishermen its my favorite spot and i fish literally everyday but there is jsut 1 small little problem.i always go on a party boat with my parents and grandparents but i want to go by myself tomorrow! if anyone lives in the staten island new york area and knows the party boat the atlantic princess please tell me the age regulations to get on the boat by myself i am 13 years old. please help me!
