My fiance had a wreck in my uninsured how toget lisenceand tag back without paying 10000 to ins. comp.?

the dmv says that we have too pay almost $10,000 before he can get his liscence reinstated, and before i can lift the suspension on my tag. we cant even paay half of that ,so everyday i drive hjim to work and our daughter to school with a fake dealer tag,because i cant register a car in my name, and my fiances liscence has been suspended!
