Were countries correct in calling people enemy aliens (WWI)...?

The idea was to guard nations against enemy operatives who had infiltrated the host country, lying in wait for the day they would be called to action. Propaganda and racist fears elicited a broader response to the generalized fear that a nation could be taken over from within it's own borders, hence the prison camps for enemy aliens.
